Madeira’s business grants are run by the Instituto de Desenvolvimento Empresarial (IDE-RAM), part of the regional economy secretariat. It publishes each funding call (aviso) with its rules, budget and deadline, and applications go through the Balcão dos Fundos portal.

The Funcionamento 2030 operating-costs call

The open calls are listed at the end of this page and refreshed weekly. The largest at the moment is the operating-costs call, notice M2030-2026-38. From the Madeira 2030 announcement of 30 October 2026:

  • Budget of €20.4 million, from the European Regional Development Fund (ERDF), as a non-repayable grant.
  • Micro, small, medium and large companies can apply. It offsets the extra costs of remoteness, insularity and a small market, and covers cost types such as mandatory social security contributions, premises rent, electricity and water, and accounting services, on the terms in the notice.
  • The base funding rate is 30%, with 10 percentage points more for operations in Porto Santo.
  • Applications open 30 October and close 4 December 2026 at 17:00, on the Balcão dos Fundos.

Limits per company and the minimum project size are in the notice itself, so read it before you plan around a number. Some press coverage quotes different figures.

How to apply

  1. Read the notice for the call on the IDE website. It sets who is eligible, what is covered, the funding rate and the scoring.
  2. Check that your company’s tax and social security position is regularised. Calls normally require it.
  3. Prepare the figures the notice asks for, usually from your IES and accounts. Your accountant will have them.
  4. Apply on the Balcão dos Fundos before the deadline. Late applications are not accepted.

Calls open and close through the year and the IDE announces them on its own channels. Check the IDE site for the current list before you plan around a grant.
